7th Pay Commission Increment Day & Date

Following the introduction of the 7th pay commission, central government staff now have access to two distinct types of salary increments. The first is the annual increment, and the second comes with promotions. These increments are awarded on designated dates: January 1st and July 1st each year. The annual increment is determined by the vertical cells within the applicable Level of the Pay Matrix.

Employees will see their annual increments on either January 1st or July 1st, depending on when they were appointed, promoted, or received financial upgrades. This represents a shift from the earlier system where increments were exclusively granted on July 1st. Moreover, under the Modified Assured Career Progression Scheme (MACPS), those who were appointed, promoted, or upgraded financially between January 2nd and July 1st will get their increment effective from January 1st.

Is it compulsory to be present on increment day?

When a government employee is on leave on the important date of July 1, 2024, which is when the annual pay raise takes effect, it can influence their salary increase. This is because an employee on leave receives a leave salary rather than their usual pay. Consequently, any increment that would normally occur during their leave cannot be accessed until they come back to work.

As per the directive from the Department of Personnel and Training (DoPT) dated February 16, 1989, if a government worker is on any type of leave when the increment is due, the higher salary will only apply from the day they return to their duties. However, this situation does not change the schedule for future increments. Additionally, if a government employee unfortunately passes away while on leave that qualifies for leave salary, the increment that was due during their leave will still be granted effective from the original due date, without requiring their return to work.

Annual Increment for Central Govt and Railway Employees 2024

Following the adoption of the recommendations from the 7th Central Pay Commission, various inquiries have surfaced concerning the Date of Next Increment (DNI) for employees who were either promoted or received financial advancement, including those under the Modified Assured Career Progression (MACP) scheme, effective July 1, 2016. Their salaries were established on that date based on the pay fixation guidelines tied to their promotions.

Point 1: For employees promoted on July 1, where their salary is determined with an addition of two increments, a question arises about whether the subsequent increment should fall on January 1 or July 1.

Point 2: There’s also the matter of how the next increment is accounted for when an employee receives a regular promotion or financial upgradation on a date that does not coincide with the annual increment date, opting to have their salary fixed under FR 22(1)(a)(1).

It’s important to highlight that the Department of Personnel & Training provided clarity in their Office Memorandum No. 13/02/2017-Estt. (Pay-1) dated July 27, 2017, regarding the option for salary fixation post-promotion based on the Date of Next Increment (DNI) in the previous role and the method for salary fixation from DNI if that route is selected, in accordance with CCS(RP) Rules, 2016. This clarification was also applied within the Railways as per the Board’s Letter No. PC-VII/2016/1/6/2 dated July 31, 2017 (RBE No. 79/2017).

Grant of Annual Increment for Retiring on 30th June

Employees of the Central Government who are set to retire on June 30th and December 31st qualify for a notional increment. The Department of Personnel and Training has released an order concerning the annual increments for those retiring on June 30th. It has been made clear that those who retire on the last working day do not receive the increment that would be applicable the next day. Nevertheless, the Supreme Court has determined that retirees on June 30th or December 31st are entitled to one annual increment, considering their service duration up until their retirement date.
