This policy delineates the criteria for purchasing vehicles through the CSD AFD Online Portal.
Significant updates in this policy highlight restrictions on the total number of cars individuals may own throughout their lifetime. As per the latest regulations, Defence Personnel in pay levels 3 to 5 can now buy a maximum of four cars over their lifetime, whereas those in pay matrix levels 6 to 9 are permitted to purchase up to five vehicles during their lifetime.

Starting February 1, 2024, new guidelines will reshape the way cars are purchased through the CSD Car Eligibility program. This noteworthy update is tailored specifically for Junior Commissioned Officers (JCO) and Other Ranks (OR) within the CSD Canteen.
The updated entitlements, which cover all levels of the pay matrix, aim to create a more equitable and transparent car acquisition process. Moreover, the revised policy now includes officers from Ordnance Factories, broadening the range of individuals who can take advantage of this initiative. It’s important to note that the car purchasing procedure via CSD AFD has also seen changes in 2024. As such, it is essential for all Armed Forces personnel to stay informed and familiarize themselves with the new process for acquiring a vehicle from the CSD Canteen.
2024 New CSD Car Policy for Other Ranks (ORs)
Individuals who hold the Sepoy rank or its equivalent in the Indian Air Force and Navy, spanning pay levels 3A to 5, including active service members, veterans, widows, and their surviving family members, must follow particular guidelines regarding their CSD Car Eligibility and entitlements for vehicle purchases through the Canteen Stores Department (CSD). For those at pay levels 3 to 5—covering both current and former armed forces personnel, as well as pensioners, widows, and next of kin—the maximum limit for buying a CSD vehicle is set at 8 lakhs, not including relevant taxes.
Furthermore, each eligible person may purchase up to four cars throughout their lifetime. The first vehicle can be bought after at least five years of service, with a required waiting period of eight years before any subsequent acquisitions. In situations where a widow of a pensioner wishes to take advantage of the vehicle purchase benefit, she may do so using the remaining allowance from her late spouse.
However, if her deceased partner had already purchased four vehicles during their lifetime, she would not be entitled to this benefit. It is crucial to note that there must be an eight-year interval between the purchase of two cars, underscoring the need for careful oversight in the management and allocation of these resources and privileges within this specific group.
2024 CSD Car Policy for JCOs: Latest Updates
Non-Commissioned Officers (NCOs) from the Indian Army, as well as Subordinate Majors and their counterparts in the Indian Air Force and Navy, will now benefit from an updated policy. This new guideline permits Defense Personnel in pay grades 6 to 9, mainly Junior Commissioned Officers (JCOs), to buy up to five cars throughout their lives via the Canteen Stores Department (CSD) Armed Forces Depot (AFD) online platform.
Retired service members and widows are also included in this initiative, allowing them to take advantage of this offer. The first vehicle can be purchased after five years of loyal service, followed by a required waiting period of eight years before any additional cars can be bought. This modernized approach represents a notable enhancement from the former restriction of only three cars. Furthermore, each vehicle purchase is capped at 10 lakhs (excluding taxes), reinforcing our dedication to supporting and honoring the service and sacrifices of our armed forces and their families.

Those who have committed their lives to the Armed Forces, including retirees, spouses of deceased personnel, and their relatives, are classified within Pay Levels 10 to 18. In recognition of their dedication and sacrifices, this distinguished group is afforded the unique opportunity to purchase vehicles, limited to a budget of 20 lakhs, not including taxes. Each qualified person can utilize this benefit once every eight years, allowing them to travel with ease and comfort.
CSD Car Policy for Civilian Officers 2024
The CSD Car Eligibility Policy for 2024 is designed for civilian officers who are either actively working or retired, and who receive compensation from defense estimates within pay grades 11 to 18, including those who receive family pensions. These individuals are eligible for a vehicle purchase benefit that can reach up to INR 20 lakhs, before taxes. Eligible participants can take advantage of this benefit once every eight years.
New EV Policy for CSD 2024: Updated Guidelines and Regulations
The CSD Electric Vehicle (EV) Car Policy for 2024 has been revamped to provide a unique benefit for military members opting for an EV for the first time. Under the revised guidelines, these service members can now acquire their next vehicle after just six years, rather than the standard eight-year wait. However, it’s crucial to understand that any subsequent vehicle purchase must occur only after the completion of a full eight-year period.
CSD Car Eligibility for Agniveers and Students of Military Schools
The Canteen Stores Department, commonly referred to as CSD, provides special purchasing privileges for Agniveers, students enrolled in Sainik and Military Schools, as well as Officer Cadets training at various academies. Both Agniveers and Sainik/Military School students are entitled to buy groceries valued at up to 3,500 rupees each month using their Steel Cards. Once newly commissioned officers and Agniveers finish their training, they receive grocery and liquor cards at their designated Training Academies and Centers. Additionally, Officer Cadets at these academies are issued a ‘Personalised CSD Smart Card,’ enabling them to acquire groceries worth 5,000 rupees monthly and AFD-II items totaling up to 20,000 rupees annually.
